TNK-BP to Join the Consortium for East Siberia''s Hydrocarbon Field Development

Draft statement of intent, which states the main principles of TNK-BP''s joining the Consortium for East Siberia''s and the Republic of Sakha (Yakutia) Oil and Gas Field Development has been drawn up, informed Mr. Victor Vekselberg, TNK-BP''s Managing Director, Production and Technologies, at a news conference in Irkutsk on Friday. "All participants in the project are cognizant that East Siberia''s and Yakutia''s oil and gas fields should be developed concurrently, which make their development economically feasible," he pointed out. In addition, as announced earlier, with reference to Deputy Board Chairman of Gazprom Mr. Alexander Ananenkov, Gazrpom OJSC has not received any specific proposals from TNK-BP as to joining to the participants of the consortium (Gazprom, Rosneft, Surgutneftegaz). In his words, the agreement for establishment of the consortium does not envisage increase in the number of its participants. At the same time, Mr. Ananenkov noted: "We are ready to consider any cooperation proposals if they are specific." As Rosneft President Sergey Bogdanchikov declared earlier, "the unofficial standing of the Consortium''s participants is as follows: we are not opposed to TNK-BP''s participation in East Sibaria." "Conditions for and time of joining the consortium are not under discussion yet," he said. Gazprom, Rosneft, and Surgutneftegaz signed the agreement to establish the consortium for joining of efforts in development of oil and gas fields, development of the pattern and creation of the single gas supply system for consumers in East Siberia and the Republic of Sakha (Yakutia) on January 24, 2004. The consortium''s participants have recently agreed upon the single approach to selection of the route for new oil and gas pipelines in the east of Russia. Comprehensive development of oil and gas fields in East Siberia and Far East, taking account the domestic market needs and potential gas export to the markets of China and other nations of the Pacific Region shall ensure the greatest efficiency of resource development.
